Knox County Board approves consent agenda, multiple grants, contracts and policy second readings

At its Nov. 6 meeting the Knox County Board of Education approved a broad consent agenda that included multiple second readings of district policies, several state and local grants, and contract and fund-balance actions for capital and technology projects.
The Knox County Board of Education approved a broad consent agenda and several separate funding and contract actions during its regular session on Nov. 6, 2025.
The board voted to approve the consent agenda after a public forum speaker addressed items on that portion of the agenda (motion carried). Among individual actions approved: a fund balance designation of $3,783,261 for the Coward Mill Road project (motion by Mr. Triplett; second by Miss Templeton); multiple second readings of district policies including Policy B200 (policy development and adoption) and several student-related policies (motions by Mr. Triplett; seconds by Miss Henderson and others); and approvals of grants and scholarships.
Grant approvals included a Tennessee Department of Education public school security grant for $1,184,319.69 plus a fiscal 2025 carryover of $679,162.53 (motion by Reverend Butler; second by Miss Templeton); occupational educator scholarships totaling $25,200 for eligible candidates; a $20,000 National Endowment for the Arts grant for staff salaries, professional development and artist fees; Knox County Retired Teachers Association grants totaling $2,000 across four schools; and Town of Farragut grants totaling $108,000 for Farragut schools (motions and seconds recorded in the minutes).
The board also approved contract and procurement items: an amendment to the Tyler Technologies contract for human resources and payroll information systems at an annual cost of $293,742 for the term 12/01/202611/30/2029; a $500,775 design contract with McCarty Holstaple McCarty Inc. for Farragut Intermediate and Farragut Middle School roof replacements; a $4,575 increase to the McCarty design contract for the new Baraget Area Elementary School; and a $67,992.95 increase to a construction contract with Skilled Services LLC for phase 3 of work-based learning projects at Halls and Powell high schools.
Budget and reporting items approved included the Tennessee "investment in student achievement" accountability report, fiscal 2026 budget transfers totaling $839,327 for the period 07/01/202509/30/2025, and a fund balance designation of $130,071 for UT Tower construction. The board also approved appointment of a school turnaround committee and the proposed 02/2026 annual action plan for Knox County Schools.
