Board asked to add $1.4M Airport Master Plan update to CIP; airport funds to provide local match

Brian Johnson, representing the Airport Commission, requested the board amend the FY2025‑29 capital improvement program to include an Airport Master Plan Update project in an amount not to exceed $1,401,684 and to authorize using $70,084 of airport fund reserves as the required local match.
Johnson said the master plan will modernize planning documents, maintain FAA compliance and funding eligibility, guide strategic vision and capital planning, and include community engagement. He noted the prior master plan was completed in 2006 and the update will take about two years. Johnson emphasized that no property tax dollars will be used; the airport will pay from reserves generated by rents, fees and leases. He also noted a favorable FAA match program (95/5 through at least 2027) that reduces the county’s local share of eligible work.
Commissioners welcomed the request and described the timing as appropriate given recent airport investments such as tower work and runway reconstruction. Staff said selection of professional services for the plan was underway and the matter will return for formal action.
