Will County committee adopts multiple federal and state legislative language packages, adds 340B drug-pricing item

The Will County Legislative Affairs Committee on Nov. 5 reviewed and approved multiple proposed additions to the county's federal and state legislative agendas, adopting language from county departments and moving several items forward for a final sign-off process.

Land Use and its Resource Recovery & Energy division asked the committee to include language supporting renewable natural gas market stability, methane capture, landfill modernization and alignment with Inflation Reduction Act clean energy programs. Committee members voted by show of hands to adopt that federal language in full.

Community Development presented federal priorities emphasizing sustained funding and administrative flexibility for HUD programs including the Community Development Block Grant (CDBG) and HOME, and recommended expanded eligibility for suburban and semi-rural counties. The committee adopted that language unanimously.

On the state side, Land Use proposed a comprehensive package covering housing, a proposed low-carbon fuel standard intended to support renewable natural gas markets, expanded recycling programs (carpet and mattress stewardship, food-scrap composting), and regional water-resource planning. The committee approved the state package language by show of hands.

Health department staff proposed adding language to the state agenda supporting the 340B drug-pricing program (a federal program that provides discounts to eligible safety-net providers). The committee agreed to replace an outdated paragraph with language supporting 340B and asked health staff to provide final wording for distribution.

The County Clerk's proposed language urging a comprehensive review and modernization of Illinois election laws to align procedures with emerging technologies was adopted, and Workforce Services' federal-support language for WIOA and apprenticeship grants was moved into the federal agenda.

The mental health board presented several state priorities. After discussion, committee members voted to exclude two specific items ' (1) allowing emergency responder participation in the involuntary commitment process and (2) a statewide student mental-health screening initiative ' and to adopt the remaining mental-health funding and standards items. Board members said they wanted the mental-health board or subject experts present at a future meeting to answer detailed questions on those excluded items.

All adoptions reported in the meeting were made by hand/voice vote or informal show-of-hands; where the transcript recorded "unanimous" or no recorded opposition, the committee reported unanimous support. The committee noted the federal and state agendas were not yet final and that staff would circulate the revised packets for a formal final vote at a subsequent meeting.
