Board asked to approve transfer of $267,250 in excess Register of Deeds tech funds for land‑record projects

Amy Meekerberg of the Treasury, Taxation and Vehicles division presented Resolution 146‑25, which would authorize transferring $267,250 of excess Register of Deeds technology funds from FY2025 to finance additional land‑record technology projects in FY2026.

Meekerberg said Kansas law permits the register of deeds technology fund to be used for equipment or technology services related to land or property records maintained by the county and that staff worked with the Department of Technology & Innovation (DTI), the appraiser’s office and budget staff to identify qualifying projects. "The law provides that at the end of the calendar year, the register of deeds technology fund, if it has an excess of $50,000, that the board can authorize the transfer and use of excess monies to other county offices," Meekerberg said.

Commissioners asked whether a multi‑year strategic plan governs those tech fund projects. Meekerberg replied that projects are part of an annual project plan presented with the budget timeline and pointed to a strategic attachment in the briefing materials that outlines eligible uses and priorities. Commissioner Brewer asked whether the separate enterprise recording management system (approved earlier) and property‑fraud alert features were covered by this request; Meekerberg said those earlier approvals were part of a different process and not included in this $267,250 transfer.

The item was presented for consideration and staff said DTI representatives were available to answer more detailed technical questions at the board’s request.
