URA to transfer multiple parcels to city for permanent green space; council approves transfers

PITTSBURGH — The Urban Redevelopment Authority presented two resolutions authorizing transfer of multiple URA‑owned parcels to the city for long‑term public green space and parkland. ML Meyer, director of real estate at the URA, and Talia O’Brien, government affairs analyst, explained the transfers are the final municipal step for previously planned public‑realm parcels in several wards.
Bill 23‑01 authorizes execution of deeds transferring seven parcels in the 14th Ward (Somerset/Frick Park area) to the City of Pittsburgh at no cost to the city. Bill 23‑02 authorizes deed transfers for an additional 21 parcels in the 10th, 14th, 16th and 24th wards, also to be dedicated as public green space. The legislation’s title originally used the word "sale," and council made a voice amendment to replace that language with "purchase" for clarity even though the transfers are at no cost to the city.
Councilmembers said the transfers align with long‑standing plans to consolidate riverfront and bluff parcels and protect steep or ecologically sensitive sites from development. "This is a fitting way to add contiguous greenway parcels and protect them from future development," said one councilmember.
Both resolutions carried without opposition after the title amendment.
