Staff told the Buckman Direct Diversion Board on Nov. 6 that a draft memorandum of understanding with the U.S. Department of Energy and Los Alamos National Laboratory (LANL) is not yet ready for board action. Negotiations this year resolved multiple technical issues in the memo, including dates of applicability and a plan to repurpose a gauge inundated during high Rio Grande flows into a camera pointed upstream, but funding remains an outstanding issue.
Bradley and consultant Peter Hunt described the planned camera changes and said the Pueblo of San Ildefonso must concur because the station sits on Pueblo land. Board members discussed sensitivities about camera placement and expectations that the camera would be aimed only at the channel section needed for the early-notification system (ENS) and have nighttime capability; staff said they would implement "blinders" and limit viewing to the agreed area to respect Pueblo concerns.
Staff said LANL has continued to manage ENS functions while an MOU is not in force and that negotiations over funding have been a challenge this year. Staff committed to return to the board with an actionable MOU at the December meeting regardless of the funding outcome and to include funding details and any required concurrence steps.
