Planning Commission approves nonconforming use certificate for Public Storage site in Foothill Farms

The Sacramento County Planning Commission on Nov. 3 approved a certificate of nonconforming use for a Public Storage facility at the southwest corner of Antelope Road and Roseville Road in the Foothill Farms community.

Applicant representative Chris Powell told the commission the property needed the certificate after the business failed to pay a license fee “a couple years” ago, which under county code required reestablishing the use. Powell said the applicant had worked with county staff, complied with application procedures and “respectfully request[ed] that the planning commission vote to approve the nonconforming use certificate for this site.”

There was no staff presentation requested and no public testimony on the item. After a brief exchange on the dais, a commissioner moved and another seconded the motion; the clerk called the roll and the commission approved the certificate, with the clerk recording that all members present voted yes. The clerk also noted that member Borja was present for the vote.

The approval restores the site’s status under the county code and means the facility can continue operating pending any future, separate actions by the Board of Supervisors or other county bodies.

The commission took the action during the non‑contested portion of its Nov. 3 meeting and moved on to contested items after the vote.
