Staff recommends amending Nordic Valley improvement district resolution to add water service and ensure state compliance

County staff told the Weber County Commission on Nov. 3 that they will present an amended resolution to reactivate and modernize the dormant Nordic Valley improvement district so it can proceed with planned projects.

Staff said the district had been inactive for a period and that the state recommended redoing the county resolution to clarify services and legal status. The amendment will change the district name to "Nordic Valley Water and Sewer District," add culinary and secondary water services in addition to sewer, and affirm it as a special district governed by the applicable state code.

Why it matters: Staff said the change is intended to clear defects caused by dormancy so the district can be fully compliant with the lieutenant governor’s transparency office and the state auditor's guidance. The change will allow the district to move forward with its previously-issued PID (project-improvement district) bonds and begin construction of projects expected by residents and developers.

What staff reported: Lauren and Stephanie said they worked with district leaders and the state to resolve snags caused by the district's period of inactivity. The county intends to present the amended resolution on the commission agenda the next day to expedite the district’s ability to start projects.

Next steps: The resolution amendment will appear on the commission agenda for formal action; staff said they can remove it from the agenda if commissioners have questions.
