Commander Westover told the council the department is using a three-pronged approach — enforcement, engineering and education — to address traffic safety and congestion.
Westover said automated and manual data sources showed peak traffic times that align with school drop-off and pick-up, and that town traffic between July and August included "over a million different vehicles," which staff used to identify collision hot spots, including injury and fatal-accident locations. He said the department will increase marked-unit presence in problem areas, deploy school-resource officers and senior patrol officers in school zones, and coordinate with regional partners including the Arizona Department of Public Safety, ADOT and neighboring jurisdictions to manage highway inflows.
On engineering, Westover said staff have met with city and ADOT engineers to explore road-design and signal-timing changes on corridors such as The Deuce, Whipple and the 260 to improve connectivity and reduce highway congestion. On education, the department plans social-media campaigns, radio spots and youth outreach to address seat-belt use, distracted driving and underage drivers; staff are using a community-engagement software tool identified as SpiderTech to help connect campaigns to residents.
Mayor Leach thanked the department and asked Westover to return with follow-up information; no formal action was taken during the presentation.
