Staff updates: e-bike enforcement work, Community Development quarterly report and holiday scheduling

City Attorney Mike Sheffield updated council on ongoing work to draft an enforceable e-bike ordinance. Sheffield said he has been in contact with the Sheriff's Association and other city attorneys on a model ordinance designed for better enforceability; staff expects to return with an ordinance focused on pedestrian/no-pedal zones and not on higher-powered vehicles under consideration at the state level. Sheffield warned that some statewide proposals use power- and speed-based definitions that may omit popular e-bike models, so the city ordinance will focus narrowly on enforceable zones.
Community Development Director John Delmar presented the department's quarterly and fiscal-year business reports. Delmar said building permits and inspections have been steady; inspections average roughly 140–150 per day and the third-quarter revenue spike was driven by a large project (the Ritz Carlton tower). He reminded council that recent building-fee changes are not reflected in the presented quarterly numbers. The department will continue to monitor permit volume and inspections.
The city manager reported on holiday closures and scheduling: the city will follow Lee County closures, close on Christmas Day and the day after, and likewise close on New Year's Day and the following Friday to provide staff longer holiday periods; staff will advise if additional adjustments are recommended.
