Council had previously awarded Landmarks SGA LLC as the consultant for the program and approved an additional $98,000 to allow SGA to deliver services for the expanded set of properties.
Planning staff said the consultant’s proposed fee equates to about $4,900 of consultant services per property and that the total consultant allocation (approximately $152,000 after the amendment) represents less than 10% of the expanded program amount — below typical industry percentages (12–16% cited). Council approved the contract amendment by roll call to allow program work to proceed. Staff said 12 properties are already in process and the expanded budget would allow additional properties to be added and for consultants to prepare the required federal‑funding‑compliant historic‑preservation documentation.
The program must move quickly to obligate the funds before the county’s deadline; staff said the consultant work is required to meet federal funding documentation standards and to move to grant‑eligible construction work on facades.
