Stowe City Council on Nov. 6 took action on multiple administrative, procurement and personnel items that city staff and council had advanced from committee. Highlights below summarize formal actions, vote outcomes and key details recorded during committee and council sessions.
Atlantic Emergency Solutions: Council adopted an ordinance increasing the authorization for purchases from Atlantic Emergency Solutions from $25,000 to $35,000 to cover additional fire-gear and maintenance costs cited by the fire chief. The Planning Committee and later full council moved the item to the agenda and adopted it.
JAG grant and radio purchase: Council adopted an ordinance authorizing acceptance of a 2024 Justice Assistance Grant (JAG) and the purchase of five Motorola APX 6500 portable radios and accessories from Motorola Solutions. The total cost cited for the radios was $29,526.75; the city’s share was reported as $9,850.50.
GIS services: Council adopted an ordinance authorizing a one-year professional-services contract with Map Out GIS (MapOut GIS Services LLC) for $31,500 to update and maintain the city’s geographic information system data and mapping products.
Henderson Products / plow parts: Council adopted an ordinance increasing an existing authorization with Henderson Products for vehicle/plow parts from $43,000 to $53,513.30, driven by replacement of two broken salt augers estimated at roughly $7,000 each.
Transportation grant applications: Council authorized applications for multiple grant programs through the Akron Metropolitan Area Transportation Study (AMATS) and related programs: resurfacing (AMATS), Transportation Alternatives Set-Aside (TASA) for a shared-use path on Graham Road, and Surface Transportation Block Grant (STBG) projects including Graham Road upgrades, Norton Road reconstruction (joint with the city of Hudson), and Fish Creek/Stow Road signal and pedestrian improvements.
Personnel and hiring motions: Committees approved and council advanced several personnel items. Committees authorized hiring two police officers and five replacement firefighters to refill planned and unplanned vacancies. Council also reviewed and adopted multiple employment contracts for golf-course and building-department leadership positions introduced after an executive session.
Property purchase for stormwater: Council adopted Ordinance 2025-224 authorizing the mayor to enter into a purchase agreement with JDM Real Estate Investment Group LTT for approximately 0.8241 acres at 3516 Homewood Avenue to remove a structure and construct a stormwater management facility; staff said replacing the pipe and building the facility would be more cost-effective than pipe replacement alone.
Votes listed above reflect motions moved and seconded in committee and by council; several items were adopted under suspension of the rules and recorded by roll-call vote. Items originating in committee that were moved to the council agenda were then approved by the full council where indicated.
