Commission recommends conditional approval of Highland Village Phase 2 site plan at 2150 Village Parkway

The Highland Village Planning and Zoning Commission on Oct. 21 recommended approval of a renewed site plan for a retail building at 2150 Village Parkway, described in the application as Highland Village Phase 2.

Community Development Coordinator Autumn Ammon told the commission the current submission is the same site plan previously approved in October 2017 and again in December 2021 (the latter approval expired when construction did not start within one year). Ammon said the proposed building is approximately 12,203 square feet, will use the same exterior materials as Phase 1 and that staff finds the plan conforms with the PD ordinance and city code. She also noted the property owner is Village Partners Group and the building will sit adjacent to the Phase 1 building (identified in the packet materials).

Commissioners queried the applicant and staff about signage locations and sizes and whether the north-most suite (referred to in the discussion as Suite Number 5) has a rear egress. The applicant's technical representative was not immediately able to confirm the door configuration at the meeting. After discussion a commissioner moved to conditionally approve the site plan "as presented with the condition of adding an exterior backdoor or egress to Suite Number 5 on the north end," "if required" by code. The motion was seconded and the commission voted in favor.

Autumn Ammon confirmed staff will review the egress issue before the item goes to city council. The commission's recommendation is to forward the site plan and a resolution to city council with the stated condition.
