Staff said Phase 1 would be performed largely in house and that because the estimated cost is below the city's competitive-bid threshold ($50,000), the board could approve funding directly. A board member moved to approve Phase 1 at an estimated $12,000; the motion was seconded and passed by voice vote.
Parks staff said the work would begin as soon as scheduling permits, likely in the coming dry season, and would reduce recurring cleanup and drainage maintenance. The board asked for follow-up budget planning so phases two and three can be included in future maintenance budgets or accelerated if funding allows.
