Preliminary plan for Highland Village Road includes 8–10-foot golf-cart path designed for pedestrians and carts

City staff presented a preliminary alignment for the Highland Village Road reconstruction project and emphasized a proposed golf-cart path that staff described as an 8–10-foot-wide multiuse route intended for golf carts and pedestrians.

Phil explained that the "cart path is gonna help them get to the trail and also to Highland Village Road" and that it is "not going to be limited primarily to golf carts" but also walkable. Board members questioned whether the short red-highlighted segments shown in the preliminary map provide useful connectivity or are isolated "bridges to nowhere." Staff said the design is in an alignment phase and that engineering and council review remain to verify how the segments meet existing sidewalks and crossings.

Members raised drainage concerns; a board member explained staff intends to install a storm sewer with a culvert and place the path over the culvert to manage flows. The board also discussed potential sidewalk replacements, how far the path should extend to be practical for users, and whether parts of the alignment will remain constrained by existing right-of-way or sidewalks. Phil said the project will come to council through public works for additional review and that the current exhibit is illustrative only.

No formal action was taken; staff was asked to confirm connectivity details and to bring engineering responses and council-level materials back to the board.
