Mount Pleasant council approves consent items, tax levy and multiple contracts; wastewater change order clears

The Mount Pleasant City Council voted on several routine and substantive items at its Oct. 21 meeting, adopting routine consent items, approving the city's tax roll and levy, and authorizing a range of contracts and construction payments.
The council unanimously approved the consent agenda, excluding item 4, then voted unanimously to approve item 4 (pay request number 5 for Drake Paving LLC for work at the Mount Pleasant Regional Airport Southwest site development and drainage improvements). The meeting minutes list multiple consent items including pay applications for Wicker Construction Inc., J2 Construction Services, Drake Paving LLC, Capital Underground Utilities and Heritage Construction LLC.
Council accepted the quarterly investment report for the quarter ended Sept. 30, 2025, by unanimous vote. The council also approved Resolution 2025-14, adopting the tax roll and tax levy for the city of Mount Pleasant; that motion passed 4–1.
Other approvals included:
- Replat approval: Council approved the replat for De Novo Subdivision No. 1 (four lots; portion of old Red Springs Avenue and a former utility-triangle to be apportionment to Lots 2 and 4). Planning & Zoning had recommended approval.
- Animal services agreements: The council approved annual animal services contracts with the cities of Gilmer and Pittsburg. The Pittsburg contract includes language to allow housing of dangerous/bite animals in the city quarantine kennels, subject to standard fees.
- Airport fees and leases: Council approved a 20% increase to T-hangar rates at Mount Pleasant Regional Airport (for example, a $200 monthly rate rising to $240 on many hangars) and approved a billboard lease renewal with Landmark Billboards LLC that contemplates a two-sided replacement structure.
- Wastewater contract adjustments: The council approved Change Order No. 2 in the amount of $352,000 (an equitable adjustment to cover bypass pumping and screw-pump repair costs) and Pay Request No. 28 for Heritage Construction LLC in the amount of $217,112.04.
All recorded motions and vote outcomes above match the motions made on the meeting floor. The council recessed to executive session later in the evening and returned to open session with no additional public actions reported.
