Justin Mannix of the Road & Bridge Department told the court the county had completed a final drive-through and that contractors had addressed items identified during inspections. Commissioners described multiple inspections, punch lists and adjustments to the developer’s construction timeline; Commissioner Oll said he had participated in “very intense inspections” and that the last time he visited the project it “looked very good.”
County staff and commissioners also said they had received late correspondence from a law firm raising legal questions about the bond release. Commissioner Weddell moved to table item 8 — consideration of releasing the construction bonds for Twin Caverns phases 1 and 2 and establishing the maintenance bond amount — until after the court’s executive session so the court could consult with the county attorney; the motion passed by voice vote.
The court did not release bond funds on Oct. 28 and did not specify a new target date for deciding the bond-release request. Marcocela asked the court to withhold any release until a final inspection report and all engineering documentation requested by landowners are made available to the court and the public.
