GEDC approves minutes, several grant reimbursements and officer slate; sales-tax receipts show modest gain

The Groves Economic Development Council approved routine governance items and multiple small-business grant reimbursements during its meeting.
Minutes: The board approved the minutes of the Aug. 4, 2025 GEDC meeting by roll-call vote.
Grants: The council approved the following grant reimbursements after brief discussion:
- Mission's Attic (3323 Twin City Highway): reimbursement of $2,096.15 for advertising, construction, safety and outdoor furnishings. The motion, amended to include the amount, passed by roll-call vote.
- Texas Crowd H2O (6169 32nd Street): reimbursement of $2,400 for exterior signage. Board members discussed placement and visibility from the highway and confirmed the application was for signage (the applicant had applied earlier this year for advertising). The motion passed.
Staff and board recorded the votes on the motions and instructed staff to process award paperwork and notify recipients.
Finance: An EDC staff member reported July sales-tax receipts were about 2% higher than the same month last year; staff described the change as a modest positive compared with stronger growth in prior years and noted the council’s recent budgeting choice to use conservative sales-tax estimates for the coming fiscal year.
Officers: The board approved the GEDC officer slate for fiscal year 2025–26 by voice/roll-call vote; several members thanked outgoing and continuing officers for their service.
Other business: The council discussed scheduling a short workshop to clarify grant-guideline language (nonportable signage and fiscal-year receipt rules) before the fiscal-year reset on Oct. 1, and staff agreed to post clarified guidance to the EDC website.
