School committee adopts competency and graduation updates, creates middle-school pathway policy; several policy first-reads scheduled

The Barnstable School Committee voted Nov. 5 to adopt revisions to competency determination (IKFE) and graduation (IKF) policies and to create a new JFAE policy requiring middle-school pathway exploration. A package of additional policy updates were presented for first reading.
The Barnstable School Committee approved several policy changes and first reads on Nov. 5 that affect graduation competency determinations, middle-school career-pathway information and other operational rules.
Competency and graduation policy changes On a unanimous vote, the committee adopted a revised policy (IKFE) that clarifies how students who met MCAS competency standards prior to Jan. 3, 2025 will retain that demonstration of competency. The committee also unanimously approved updates to policy IKF (graduation requirements) as presented. Both votes were procedural second readings; the committee recorded the motions and approved them without additional amendments.
Middle-school pathway exploration (created policy JFAE) The committee voted to create a new policy (JFAE) to implement recently issued regulations about providing middle-school students with clear information about career and technical education and career pathways. The new policy follows a model provided by regional partners and clarifies that hosting schools will provide transportation for visits, that absences for official explorations are treated as unexcused for attendance reporting purposes as required by state guidance, and that the district will continue to develop individual career-pathway planning (MyCAP) for secondary students.
Other policy work The committee conducted first reads of a package of MASC-proposed updates, including policies on gifts and solicitation by staff (GBEBC/JJE), visitor access and building security (K I / ECAB variants), food and nutrition meal modifications, and parent advisory councils. Several items were redlined and restructured to align with state guidance on safety and public access. Committee members asked staff to post materials and to bring the revised drafts back for formal votes after public review.
