Groves council approves supplemental hotel-occupancy tax support for Pecan Festival and Chamber events

Council approved a supplemental hotel-occupancy-tax funding request related to the Groves Pecan Festival and separately approved a $6,300 HOT request from the Groves Chamber of Commerce for Christmas-trailer advertising and Small Business Saturday outreach. Festival organizers discussed brochures and radio advertising line items and confirmed receipts would be supplied.
Organizers said brochure production and radio advertising were the main items on the supplemental request; they discussed counts (several thousand brochures initially ordered then reduced after finding a better vendor) and whether receipts for prior purchases had been included with the application. Council asked for clarification on the brochure counts and receipts; staff and the organizer confirmed the receipts would be provided.
Separately, the council approved a carnival license application for the Groves Pecan Festival to be held in Lions Park Oct. 12, 2025. Councilmembers reviewed the vendor's liability insurance and confirmed that independent inspections of rides take place shortly before events; staff noted inspections and insurance naming the city as an additional insured are required and rides failing inspection will not operate.
All three items were approved by recorded vote. Council did not identify any outstanding conditions beyond standard insurance and inspection requirements for carnival rides and receipt documentation for supplemental HOT requests.
