Council reviews quarterly goals; agrees to add bioswale stewardship and pursue software efficiencies

Staff presented a quarterly check-in on council goals at the Talent City Council study session on Oct. 1, 2025. Seth, who led the update, told the council that staff had circulated a first draft to department heads and that, from staff’s perspective, the jurisdiction is generally making progress on high-priority items.

Councilors asked for clarifications and updates on several goal items. Councilor Coley and others asked that maintenance and restoration of bioswales—specifically West Valley bioswales—be added under stewardship of city assets or management of natural resources. Alex (city staff) said it is “certainly manageable to add it to the document” and staff agreed the goals document should be treated as a living document with clear versioning and change notes.

The council also discussed technology and efficiency measures. Staff described consolidation of GIS modules (planning and public works) and recent purchases of finance-package modules aimed at reducing paper processes and duplicated systems. Staff noted those investments could free staff time to perform grant management and other services rather than relying on contracted services.

On water-system monitoring, staff explained SCADA is the system that monitors pump stations and reservoirs and that it is essential to operate a modern water system; staff also said GIS improvements will make underground-asset mapping and in-field geolocation easier for public-works crews.

No formal actions or votes occurred on the goals update. Staff agreed to post goal updates, indicate what changed between versions, and add the bioswale-related stewardship language in the appropriate goal section for the next review.
