Staff issues third landscaping notice to Travel Center; city considers no‑left‑turn and tax enforcement

Staff also reported the Travel Center is behind on diesel fuel‑tax payments for the rear portion of the site; staff noted municipal options include contracting with Oregon Department of Agriculture (ODA) for tax collection, but that ODA would charge a startup fee (staff cited an estimated setup cost of about $30,000). Staff characterized the site as raising multiple enforcement issues and said they will pursue next enforcement steps and coordinate with relevant agencies.
