Michigan City park board rejects Wings of Wonder bids, to reissue packet with responsible-bidder requirements

The Michigan City Parks and Recreation Board on Nov. 5 voted to reject three bids received Oct. 15 for the Wings of Wonder exhibit and directed staff to reissue the solicitation with the city's responsible-bidder requirements.
A department staff member told the board that after the bids were received staff "was made aware of a city ordinance" that requires bidders to "submit documents to the city and get on an approved bid list." The staff member said they had reviewed the requirement with the city attorney and the mayor and recommended rejecting the October bids so the solicitation could be reissued in compliance with the ordinance.
Board members moved and seconded a motion to reject the Oct. 15 bids; the motion carried. The board then considered and approved a revised bid packet that is identical to the original solicitation except that it includes the responsible-bidder submission language.
No monetary award or vendor selection was made at the meeting. Staff said the reissued packet will be distributed with the additional documentation and that the city's procurement requirements will govern future submissions.
The action was procedural: the board recorded rejection of the initial submissions and approval to solicit again with the ordinance provisions incorporated. The board invited public comment before reissuing the solicitation but did not receive substantive opposition at the meeting.
