Council tables personnel-rules amendments after association concerns

Coeur d'Alene — The Coeur d'Alene City Council on Nov. 4 voted to table proposed amendments to personnel rules after councilmembers and employee associations raised questions about specific language and implementation.
Human Resources Director Melissa Tosi presented the package she said was designed to move all probationary-language into Rule 10 and to change the probationary period for lateral police officers from 18 months to 12 months. Tosi said the change to 12 months applies only to lateral officers at the request of police administration and with agreement from the police officers association; entry-level officers would retain an 18-month probationary period under the current proposal.
"The main purpose of the amendments that I brought forward tonight was to change the probationary language for our lateral police officers from the current 18 month probationary time frame to 12 months," Melissa Tosi said.
Councilmembers asked for clarification about language in the rules that describes appointment and promotional authority, references to "competitive examination," and the phrase "best interests of the city." Several councilmembers and the police association asked for another opportunity to review and discuss the draft with staff.
After discussion, a councilmember moved and a second was made to table the item to the next council meeting to give staff and the employee associations additional time to confer. The roll-call vote to table was recorded as Miller — aye; Gookin — yes; English — yes; Wood — yes; Gabriel — yes; Evans — yes.
Tosi said the amendments were routed to city employee associations, including the fire union, Lake City Employees Association, and the Police Association, and that police administration asked the change to apply only to lateral officers. She told the council staff can continue to meet with associations and return the matter with any agreed drafting edits.
The council did not adopt the proposed amendments; the matter was tabled for further discussions.
