Council approves three-year franchise with Waste Connections to retain current curbside service model

Friendswood City Council approved on Nov. 9 a three-year franchise agreement with Waste Connections of Texas LLC to continue municipal solid-waste collection, hauling, recycling and disposal under the city’s existing service model.
Staff described a citywide survey that solicited input via postcards and online QR codes; roughly 1,800 responses showed broad resident support for keeping the current service frequency (twice-weekly trash, once-weekly recycling, and weekly heavy-haul). Staff told council that competitive bids previously reviewed showed higher price points and that maintaining the incumbent contractor would better preserve current service levels at a market-competitive price.
The proposed franchise keeps the current manual rear-load truck model and service days, and staff said route requirements were strengthened to reduce occurrences of missed-service delays. Council also approved on first reading an ordinance to update the city’s fee schedule (Index D) to align solid-waste fees with the new franchise agreement.
Council voted to approve the franchise negotiation outcome and the fee-schedule amendment was introduced for first reading at the same meeting. Staff said the city would revisit automated truck options in future contracts when market and operational factors align.
