County adopts building-improvement policy; reappoints planning commissioners and orders sale of delinquent-tax parcel

The Umatilla County Board of Commissioners adopted a building-improvement policy on Nov. 5 that creates a standardized annual process for departments to submit major alteration or value-added projects for county-owned buildings.
County counsel Nick Warner said the policy requires departments to submit project applications by Sept. 30 each year to allow the board to review and approve projects for the following fiscal year; for the current cycle, departments were asked to submit projects by Dec. 31 so facilities can plan for work to begin in fiscal-year 2027–28. The policy focuses on project type rather than a monetary threshold and is intended to clarify the line between routine maintenance and capital improvements.
The board also reappointed three planning commissioners for a second full term ending Dec. 1 after Planning Division Manager Megan Doctor Heske reported they were willing and able to serve. Separately, the board adopted order BCC2025-04 authorizing sale of a parcel that had been advertised for delinquent-property auction; an adjacent owner submitted a written bid that met the statutory minimum and the board approved the sale.
