EDA reviews 'Thriving Economy' chapter of Albemarle County comp plan; members press on tax base, land use and workforce

Albemarle County Economic Development Authority members reviewed the draft 'Thriving Economy' chapter of the county comprehensive plan and discussed how it should reflect the county’s economic development strategic plan.

Staff explained the comp plan chapter is the county’s 20-year vision to guide economic outcomes and that the EDA’s five-year strategic plan will be the primary implementation vehicle. The draft includes five objectives: align the strategic plan, prioritize target industries, strengthen business retention and expansion programs, increase local access to job training and career-ladder opportunities, and ensure adequate land and regulatory processes for site development.

Board members discussed whether the chapter should more explicitly state the objective of diversifying the tax base toward commercial property, noting legal constraints on local taxation and the political sensitivity of development and traffic concerns. Several members urged clearer language on whether 'increased access' to training implies existing programs are inaccessible or whether the plan should also promote creation or diversification of career-ladder jobs.

Staff noted barriers commonly raised in interviews and outreach — transportation, child care, housing and time/cost of travel — and said these topics will be addressed across other comp-plan chapters and in the strategic plan. Members suggested the economic chapter better reference objectives and actions in the rural/agribusiness sections where value-added agribusiness and rural economic objectives appear.

No formal EDA vote on the chapter was recorded; staff said public engagement opportunities are available via the county's engagement site and that the planning staff will compile feedback and present a revised draft to the Board of Supervisors in April.
