Umatilla County approves transfer of part of Southeast 10th Street to City of Hermiston

The Umatilla County Board of Commissioners on Nov. 5 adopted order RD2025-03 to transfer a portion of Southeast 10th Street to the City of Hermiston.

The transfer was presented as part of the city’s long-range transportation plan. Mark Morgan, city manager for Hermiston, told the board the section has been labeled a collector in the city’s transportation system plan and that ongoing and planned development along the corridor could add roughly 1,200 housing units over the next decade. “Having the city control this section of the roadway makes things just a lot more efficient for us doing our utility planning as well as maintaining the roadway,” Morgan said during the public hearing.

Commissioners approved the order by voice vote during the meeting. The transfer follows an agreement the board approved earlier in the year and completes the public-hearing step required by the jurisdictional-change process.
