Beaver City Library board reviews collection and circulation policies, discusses nonresident fee and equipment rules

Board members reviewed a packet of library policies that staff said had not been examined since 2022–2023 and discussed specific edits related to equipment circulation, collection development and nonresident cards.

Staff asked whether the library should limit purchases to books published within the last five years; members noted the selection criteria do not currently impose a strict five‑year limit and that exceptions (classics, popular series) are sometimes justified. Robinson said the five‑year reference appears in the donations section but not in the core selection criteria, and the board agreed to leave selection discretion for staff while adding clarity on donations and condition.

The board discussed circulation of equipment kits and 'launchpad' tablets: several launchpads are aging and fail; new units cost about $350 while the manufacturer replaces some units for $70. The board discussed enforcement challenges when patrons return damaged devices and noted that the current policy language referencing replacement at "current market value" may be difficult to enforce. Robinson said a technology grant might be pursued to replenish tablets.

Board members also discussed nonresident library cards. The library charges $10 per year for nonresident cards; board members asked staff to consult city tax-base figures and return with recommendations for whether the fee should be adjusted to reflect local tax support and cross-county borrowing privileges.

Robinson said she will add language to the gifts/donations policy to provide receipts for donors and will circulate revised policies for signatures.
