Annex 3 lower roof repairs put on hold after multiple bids and pending insurance inspection

County staff reviewed sealed bids to repair or replace the lower roof on the Annex 3 building and said three separate contractors had identified hail damage they believed contributed to leaks. Staff said a plumber cleared clogged roof drains in the southeast corner, which may have reduced water intrusion, but the existing roofing materials were already separating from the building structure.
Bids varied by material and warranty options. Staff cited a Prime Source Ribbon proposal for $71,550, a Roof Company Waco LLC bid of $59,918, and a Steel Roofing base bid and alternate prices (including a 30‑year cap sheet option for an additional $6,377 on one quote). Streamline Roofing provided multiple options, including a remove‑and‑replace price of $56,237.14 on one option and a 20‑year material option on another.
Staff said the county requested an adjuster review from the TAC insurance carrier and had received confirmation the inspection was in process but not completed; until TAC completes the review, staff recommended tabling the bid award. Commissioners voted to table the item pending the insurance inspection.
No contractor was selected at the meeting. Staff will report back after TAC’s inspection and once remaining technical evaluations of roofing types and warranty options are complete.
