Building advisory committee endorses Stephen Turner as commissioning agent, forwards recommendation to school committee

The North Kingstown Building Advisory Committee voted Nov. 5 to forward a recommendation to the school committee to engage Stephen Turner as the commissioning agent for the Woodford Middle School project.
Sam Bradner, Paradigm's owner's project manager, told the committee the district solicited proposals specifically for Woodford Middle School after an earlier, broader commissioning solicitation returned mixed pricing. “Out of that criteria analysis, Stephen Turner received the highest scores,” Bradner said, noting the proposal included separate line items for mechanical/electrical/plumbing commissioning, building‑envelope commissioning and the enhanced services required by the NE‑CHIPS checklist.
Bradner presented the fee breakout to the committee and said the total in the submission included a roughly $20,000 line for NE‑CHIPS enhanced commissioning. He said staff plans to negotiate the recommended vendor’s fee before the school committee takes final action: “We would reserve the right to go back and kind of negotiate and continue to evaluate and negotiate their fee.”
The committee did not record a roll‑call vote in the meeting minutes; members moved, seconded and voted to accept the recommendation. No committee member asked for a delay in forwarding the selection. The decision will now appear on the school committee agenda for approval and contract authorization.
Background: commissioning agents coordinate testing and verification that building systems (HVAC, controls, envelope performance and more) operate as intended after installation. The committee’s selection process scored firms on relevant experience, sample work plans and capacity to deliver services during design and construction.
Next steps: staff will pursue fee negotiations with Stephen Turner and prepare a contract summary for the school committee. If negotiations change the scope or price materially, staff said it will inform the board prior to final award.
