An ordinance to add a seasonal festival endorsement for mobile vendors prompted public comment Nov. 6 focused on enforcement and the city’s collection of permit revenue.
"We're not collecting the revenues from all of these events," Lisa Parker said during the hearing, citing the Latin festival and other events where vendors sold merchandise and alcohol and, she said, the city did not account for permit receipts. Lewis Shockley and other speakers described examples where one person controlled multiple vendors or paid for permits that should have been issued individually.
Speakers urged the council to require clearer oversight and an accounting mechanism to ensure revenue from permits and vending at events is collected and reported to the city, including the parking authority where relevant. The ordinance language before the council would amend Title 9 to establish a seasonal festival endorsement; proponents said the change would formalize vendor activity at permitted festivals but opponents said formalization should be accompanied by financial oversight.
Council members asked administration staff to explain the ordinance and to describe existing permit accounting. The public hearing record closed after comment and the council advanced multiple purchasing, grant and redevelopment items later in the agenda. Residents requested follow-up records showing permit receipts for recent large events and stronger enforcement that ensures permits are individual and revenue flows back to municipal budgets.
