Bluff council extends energy-efficiency grant deadline to Dec. 2026 for community center lighting retrofit

The Bluff Town Council unanimously approved an extension on Nov. 4 to the performance period for a Community Center Energy Efficiency Conservation Block Grant (EECBG) to Dec. 31, 2026, giving staff additional time to complete procurement and compliance steps for a planned lighting retrofit.
Town staff explained that the project was initially scoped as a quick retrofit and the town had sought a Buy America/Build America waiver. A project officer later informed staff that the project qualifies for a general waiver because the total project is under $250,000, so the special waiver is not required. Staff said they are coordinating with the contractor Ultralight and the federal project officer to provide requested documentation.
"Because we thought this was gonna be such a quick project, we only ask that our grant go through December '25. Obviously, we're not gonna hit that deadline, and so I requested an extension through December '26," a staff member said during the meeting.
A motion to approve the extension passed by voice vote with the council recording a unanimous approval. Staff thanked grant coordinators for keeping the award active and said they will continue procurement and documentation for Buy America compliance as required for the grant file.
