Town Manager Erin Nelson informed the Bluff Planning and Zoning Commission on Nov. 6 that Lou Anne Hook is no longer serving on the town council and that Spencer Wade was sworn in to fill her seat. Nelson said the council expects staff and commissions to update online documents and meeting materials to meet Americans with Disabilities Act (ADA) accessibility requirements for electronic records.
Nelson outlined practical implications: scanned documents need alternative text or replacement digital versions that are readable by screen readers; headings, fonts and image descriptions must be accessible; long tables that span pages are problematic for assistive technologies and may need reformatting or explanatory text. Municipalities under 50,000 residents have an April 2027 compliance deadline, Nelson said; larger municipalities have an earlier April 2026 deadline. The town plans to produce templates and appoint an ADA compliance officer to guide implementation.
Commissioners asked whether ADA compliance covers both visual and hearing access; Nelson confirmed both, noting that screen‑reader compatibility and image descriptions are central concerns. Staff flagged large plan documents — such as the general plan and active transportation plan — as candidates for third‑party remediation because of their length.
