Commission approves 4-over-4 sash compromise for windows at 416 Canal Road

The El Paso Historic Landmark Commission approved a design compromise allowing replacement of existing casement windows at 416 Canal Road with 4-over-4 sash windows that meet the owner’s operational needs while retaining the building’s historic appearance.

Staff explained the house is a contributing property in the Chihuahuita Historic District (SRRH/historic) and that casement windows are characteristic of the district. The owner told the commission the casements are old and difficult to open and that security grills in front of the windows limit operation. Staff and commissioners discussed options including repairing original casements, installing single-leaf casements for better egress, or approving a sash window that replicates the multi-light appearance.

Commissioners recommended a 4-over-4 sash window as a visual compromise that would allow the owner to open the windows vertically while preserving the facade’s rhythm and appearance; the commission also asked that muntin or grille elements be mounted on the outside of the glass to provide depth and visual continuity. The owner said he accepted that compromise. A motion to replace the casement windows with 4-over-4 sash windows meeting the owner’s operation requirements was seconded and approved with no recorded opposition.

Next steps: the owner may submit window shop drawings and a permit application; staff will review proposed window details to ensure they match the agreed 4-over-4 visual pattern and exterior-mounted grille depth.
