The Sacramento County Planning Commission on Nov. 3 approved a nonconforming-use certificate for a storage facility located near the intersection of Antelope Road and Roseville Road in the Foothill Farms community.
The action came on Item PLMP2025-00095, a consent (noncontested) item. County staff described the environmental determination as a notice of exemption under the county’s procedures. Applicant Chris Powell, speaking on behalf of Public Storage, told the commission the company failed to pay a required business-license fee several years ago and that the nonconforming-use certificate is needed under county code to reestablish the site’s lawful use. Powell said the applicant had complied with the county’s application procedures and requested approval.
There were no in-person or written public comments filed for the item. A commissioner moved to approve the staff recommendation, the motion was seconded, the clerk called the roll and the item passed; the record notes that a previously absent member (Borja) was present for the vote.
The commission’s approval forwards the entitlement (the nonconforming-use certificate) into the county’s record and clears the path for the property owner to continue the established self-storage use under the county’s land‑use regulations.
Details recorded at the hearing do not specify additional conditions beyond the standard findings and conditions attached to staff’s recommendation.
