Davenport to convert downtown 3rd Street to two‑way traffic Friday morning, city engineer says

City Engineer Brian Shatt told the Davenport City Council Committee of the Whole that crews will convert 3rd Street to two‑way traffic beginning at 5 a.m. the morning after the Nov. 5 meeting and that the city will deploy signage, pavement markings and officers to aid the transition.
"Tomorrow's the day. 5AM, we will officially convert to 2 way from, Marquette to River Drive," Shatt told council. He said officers from the police department would be downtown during morning and afternoon peak hours to help traffic flow and that both city crews and contractors would be working overnight and into early morning to finish markings and signage.
Shatt described the expected lane configuration: two travel lanes heading eastbound (with turn movements available to northbound or a southbound turn lane), a center turn lane, and parking on both sides. He said four traffic signals would be removed and replaced in some intersections by two‑way stop controls; Third Street would retain right of way at certain intersections. He also noted there would be no new bike lanes east of Marquette at this time and that bus stops would remain where they are.
The presentation emphasized heavy signage and a high‑visibility public information push; Shatt encouraged residents and drivers to sign up for city alerts. "There will be a lot of signage. You will not be able to miss this," he said. Staff said they would monitor traffic counts and adjust controls as needed.
