Senior Deputy City Attorney Jonathan Levi explained the draft ordinance would remove the odd-year Consumer Price Index adjustment in the municipal code and replace it with a flat $500 contribution limit. The ordinance would also extend the time period for returning contributions that exceed the limit from 15 days to 30 days, mirroring a change in the Levine Act that expanded the post-decision curing period. Levi said the proposed changes aim to better align city code with state law and to reduce administrative burdens.
Councilmembers asked whether the proposed ordinance would automatically track future state threshold adjustments. Levi said the proposed language does not automatically change with state action; the city could revise the local limit later if desired. After questions and discussion, councilmembers moved and seconded to introduce the ordinance for first reading and the motion passed on a unanimous roll-call vote.
