Council accepts anti-degradation report and approves amendment to wastewater treatment plan

The Oskaloosa City Council on Nov. 3 accepted an anti-degradation report prepared by Strand Associates and approved Amendment No. 1 to the city's 2022 wastewater treatment facility plan.
Staff said the anti-degradation report is required by the Iowa Department of Natural Resources as part of development of the long-term wastewater facility plan. The public comment period for the anti-degradation draft opened Oct. 4 and — staff reported — no public comments were received during the 30-day period. Council approved accepting the report and authorized staff to submit it to the Iowa DNR.
Separately, council approved Amendment No. 1 to the 2022 wastewater treatment facility plan. Staff said the amendment updates the plan to reflect current design decisions (including the shift from prior two-plant concepts to a single-plant design at the south site), revised planned construction permit schedules, and updated State Revolving Fund (SRF) intended-use documentation. Staff also noted that the city has asked a second contractor for an independent review of the design; that review is proceeding concurrently and would not block moving forward with the amendment.
Council approved both items by roll call. Staff said the anti-degradation report will be forwarded to the Iowa Department of Natural Resources as part of permit review; the amendment updates project documentation used for permitting and SRF funding plans.
