Warrior Run: Staff said Diligent will convey parkland in the new development to the city and the city will convey the older park parcel to the developer so the street network can be extended; the council approved the conveyance resolution and accepted sureties guaranteeing completion of public improvements, allowing building permits to proceed.

Valley View trail issue: During final plat review staff discovered that a 5‑foot sidewalk had been installed where council-approved preliminary plat conditions required an 8‑foot trail adjacent to a new park. The city, the developer (John Larson) and the engineering firm (Cooper Crawford) negotiated a three‑way cost sharing approach. Staff presented revised estimates for removal and replacement and recommended an equitable split; council approved a revised surety, required documentation and acceptance of the final plat conditioned on completion. Staff will hold developer surety until work is finished; property owners adjacent to the sidewalk will be notified when the repair work is scheduled.

Holland Point and other plats: Council also accepted infrastructure and adjusted completion bonds where portions of the public improvements were finished. A combination of walk‑throughs and punch‑list work remains on certain streets but city engineers recommended final acceptance contingent on completion of minor items.

Ending: Council approved conveyance and final-plat items by roll call; staff will verify punch‑list completion and release sureties accordingly.
