Staff explained the county recorder's office has begun requiring a town'level consent for some boundary adjustments and lot-line changes before it will record maps or deeds. Previously, those simple lot-line adjustments were handled administratively by planning and zoning without separate recorded consent.
To reduce delays and prevent cases where deeds are not recorded in homeowners' names, staff proposed designating the planning and zoning commission as the town's land'use authority and authorizing the commission chair (or vice chair, if the chair is unavailable) to sign simple consents for boundary adjustments that do not affect rights'of'way.
A motion to appoint the planning and zoning commission as the land'use authority and to permit the chair or vice chair to sign consents was moved and seconded and approved by voice vote. Staff said full boundary adjustments that affect streets or rights'of'way will still be brought to the planning and zoning commission for full review.
