Northwest Wisconsin SEP asks Sawyer County to forgive or extend $5,000 loan; supervisors vote to require repayment

Skylar Durell Ader, executive director of Northwest Wisconsin SEP, told the committee the workforce nonprofit is prepared to repay a $5,000 county loan issued in June but asked supervisors to consider forgiveness or an extension because federal Workforce Innovation and Opportunity Act (WIOA) funding timelines have become less predictable.
"We are fully prepared to repay that amount if that is the board's decision," Ader said, but added that loan relief or converting the loan to a grant would allow the money to "keep these dollars working right here in Sawyer County" during federal funding delays.
Supervisors asked whether forgiving the loan would set a precedent, how the original loan was recorded in county books, and whether a revolving or reissued loan structure would be preferable. County staff said the 2024 expense was covered from surplus; repayment had not been budgeted for 2025.
After discussion Supervisor Stacy Hessel moved to require repayment of the $5,000 loan; Supervisor Mark Hellwig seconded the motion. The committee voted and the motion carried.
Action details: the motion was recorded as a committee decision to require repayment of the $5,000 CEP loan; the board noted prior similar county advances (an earlier fair-related advance and an advance to the Senior Resource Center) and said those had not been forgiven.
