Blair County commissioners approve consent agenda; payroll, appointments and projects cleared

The Blair County Board of Commissioners approved its consent agenda during the Nov. 6 meeting, clearing routine business including payroll ratification, appointments and several project and event items.

Staff presented the consent agenda, which included ratification of warrants and payroll for the paycheck dated Oct. 31, 2025, in the total amount of $974,751.22; approval of an appointment to the Agricultural Land Preservation Board for the 2026 term; appointment of Angie Best to the Blair County Children, Youth and Families Advisory Board for a term of Jan. 1, 2026 through Dec. 31, 2028; approval of an invoice (ECMS submission invoice #1 part 2) of $26,136.46 from Keller Engineers for final bridge design on Bridge No. 33 (Old Mill Run bridge replacement), noted as 95% reimbursable and to be paid from the Marcellus Shale Legacy Fund; approval to conduct the Claesburg Christmas in the Park parade on Nov. 22, 2025 (route and times listed); and a requested letter of support to Eric Lukinski, director of community development, City of Altoona, for the 6th Avenue revitalization project.

During the vote, the record shows at least one commissioner abstained from an appointment because they were the appointee. Another commissioner recorded abstentions on a Blair Senior Services payment and the Hollidaysburg Borough payment and expressed a 'no' on an item referenced in the minutes as item D; the transcript does not specify which consent subitem is item D. The consent items were otherwise approved by voice vote.

These consent items were presented together and voted on as a block. Individual agenda documents and department staff hold line-item details and backup; during the meeting commissioners did not expand on detailed budgets for each consent item.
