Ossipee budget committee approves minutes, votes to seek breakdown of department income

The Ossipee Town budget committee approved the Oct. 22 minutes with minor typographical corrections and later voted to request a departmental revenue breakout to clarify an entry labeled “income from other departments” (line 3401).

Committee members flagged several transcription errors in the draft minutes and accepted edits before approving the record by voice vote. Later in the meeting a member moved that staff provide a line‑by‑line breakdown of departmental income entries; the motion was seconded and carried by voice vote.

Members also questioned a sharp projected rise in the land use change tax (line 3120), from $4 to $100 on the draft schedule. A presenter explained the figure derives from the town’s current‑use change process: when a parcel is withdrawn from current‑use classification the statute imposes a 10% change tax on the assessed value, which can produce a large one‑time payment in years with several current‑use withdrawals.

The committee asked staff to return to a future meeting with a written breakout of revenue by department so members can examine assumptions before finalizing the town’s bottom line.

The committee also set the schedule for final budget meetings and requested that town staff provide a consolidated bottom‑line figure in time to consider keeping the overall increase within a 3% target.

Actions recorded at the meeting are limited to administrative motions; no appropriation votes were taken on agency requests at this session.
