Council adopts comprehensive‑plan change for 7 Islands; LDC updates set for follow‑up hearing

Cape Coral’s City Council on Nov. 5 adopted Ordinance 46‑25, amending the comprehensive plan’s 7 Islands subdistrict language to align the Future Land Use Element with a recently developed master concept plan.
Chad Boyko, principal planner with the city, told council the amendment removes a prior fixed commercial square footage reference, clarifies permitted uses and height, and prepares the plan language to align with an upcoming development agreement for the 7 Islands master concept. He said the ordinance eliminates the older D‑1 master plan references and modifies allowable uses and height calculations to permit two parking floors below eight stories of occupiable space while capping total structure height at 115 feet.
Separately, staff presented Ordinance 55‑25, a companion set of land‑development code revisions tailored to the 7 Islands project that would add and remove specific permitted uses, allow certain rooftop occupiable spaces (subject to rule limits), and clean up circulation and drive‑through restrictions. Planning and Zoning recommended the LDC changes by a 7–0 vote; the council set the second and final public hearing for Nov. 19.
The council adopted Ordinance 46‑25 by a unanimous roll call vote. Staff said the LDC changes are intended to sync zoning text with the concept plan that will accompany a development agreement to be considered in coming months.
