Council approves clarifying amendment to Deseret Public Infrastructure governing documents

The Grantsville City Council approved Resolution 2025-80 on Nov. 5 to amend the governing documents for Deseret Public Infrastructure District numbers 1–16. The change corrects a drafting error: assessments imposed by any district on a parcel zoned for residential use will be payable “at or before the parcel is conveyed to a residential homeowner,” rather than the earlier erroneous language that tied payoff to building permits. The amendment also adds a definition of “residential homeowner” to clarify that the term includes owners of residential properties approved for occupancy whether the property is intended for lease/rent or owner-occupancy.

City land-use counsel Jay Springer and staff explained the change preserves the original intent—assessments should not be passed to the homeowner at the time of purchase—and addresses financing concerns that had been raised by developers and lenders. The council approved the amendment with the clarified language and observed that the change was largely formatting and intent clarification rather than a substantive policy shift.
