Grantsville’s council approved two related actions on Nov. 5 affecting the Harvest Meadow subdivision: a preliminary plat amendment (Resolution 2025-75) to reduce the front-yard setback requirement from 40 to 30 feet and Ordinance 2025-38, the first amendment to the Harvest Meadow Master Development Agreement, which formalized the plat approval.
Planning staff explained the code change that reduced front-yard setbacks for larger lots and noted the corner lots in question are long and narrow; reduced setbacks were intended to allow reasonable building envelopes for those corner parcels. Planning staff reported the planning commission had discussed alternatives (25, 30 or 40 feet) and had settled on 30 feet for the r1-21 zoning category; the council’s discussion focused on whether pushing homes closer to streets on cul-de-sacs would create undesirable visual or safety effects. Council members asked about lot sizes and prior code history; staff explained the evolution of the standard and confirmed the amendment brings the plat into current code compliance.
A motion to approve the preliminary plat amendment passed on roll call (majority in favor with one recorded nay during the voice/roll call sequence). The council subsequently approved the first amendment to the Harvest Meadow Master Development Agreement by voice vote.
