Director Burke told the board that Santa Rosa Water and Sonoma Clean Power have approved a nonbinding term sheet and will pursue a feasibility study and possible design work to expand biogas operations at the Laguna treatment plant. Burke said the arrangement is nonbinding and will impose no cost on Santa Rosa Water or its ratepayers; Sonoma Clean Power is exploring opportunities to shave peak loads at the Laguna plant and align local renewable generation with its procurement goals.
Burke also reported that on Oct. 31 the Federal Energy Regulatory Commission issued a formal notice related to PG&E’s license surrender application and a non‑project use of project lands filing. That FERC action begins a formal comment and intervention period; Burke said the deadline for submitting comments is Dec. 1.
During the public‑comment period the meeting included a nonagenda statement from Janice Carmen, who described repeated service concerns with PG&E and said a meter at her home had been converted to a smart meter without her request; she sought further action on the matter. Board and staff respondents noted limited jurisdiction over PG&E customer service but acknowledged the concerns.
Assistant City Attorney Hofstetter reported out of closed session that there was no reportable action on existing litigation.
