North Logan adopts broad zoning text amendments to implement 2025 general plan

The North Logan City Council unanimously adopted omnibus text amendments to Title 12 of the municipal code on Nov. 5, implementing goals and policies from the city's 2025 General Plan and City Center Master Plan.
Scott (planning staff) explained the amendments translate the advisory general plan into regulatory tools: incentive-based zoning to encourage owner-occupancy, mixed-use and infill standards for the city center, provisions for a future 2500 North corridor zoning tool, parking and complete-streets changes, design standards, and short-term rental provisions. Scott emphasized that the text amendment does not rezone property; it creates tools that the council or planning commission may apply later.
Council members focused questions on the 2500 North corridor tools and how nonconforming uses (for example, existing auto shops) would be treated if a different zone were applied in the future. Staff said existing legal, conforming uses would remain under current zoning; if the city later rezones a parcel, nonconforming uses could continue under state and local nonconforming-use doctrines and an amortization clause gives the council discretionary authority to set reasonable time limits for changes.
Emily moved to adopt the zoning text amendments and the findings in the staff report; Mark seconded. The motion passed on a unanimous roll-call vote. Council and staff said the city will continue to refine the code over time as implementation proceeds.
