North Logan council authorizes eminent-domain filing to secure water-line easements for new tank

The North Logan City Council voted unanimously on Nov. 5 to authorize filing for eminent domain to obtain easements for culinary water transmission lines that will fill a new tank on the bench and extend distribution throughout the area.
Alan (staff) told the council the move follows “years of negotiation” with the property owners and is limited to easements aligned with future roads, not acquisition of full parcels. He said prior notices to addresses on record failed because some records listed a defunct business, so the city additionally delivered notices electronically.
Staff said the water lines are needed to make adjacent property developable and to allow use of the new reservoir during peak demand. The city emphasized the easement alignment follows planned road corridors so no homes would be taken for the utility placement if the future subdivision is built.
The council discussed timing concerns for pipe fusion work and cold-weather installation. Alan said temperature-sensitive fusion of the pipe makes late fall construction challenging but that staff wants the lines completed so the tank can be used in the coming year. He added the city has sought occupancy approval pending compensation negotiations.
Mark moved to adopt the resolution authorizing imminent-domain filing; Emily seconded. The mayor conducted a roll-call vote, and the motion passed unanimously.
